WVU Report

WV Code §18B-1G-4 (July 1, 2026)

DELIVERED VIA ELECTRONIC MAIL

The Honorable Joe Statler
Joint Committee on Education

Dear Chairs Grady and Statler:

Per West Virginia Code §18B-1G-4, state institutions of higher education are required to submit a report detailing steps taken to comply with the law prohibiting diversity, equity, and inclusion offices, officers, and programs.

Last year, on January 30, West Virginia University (WVU) reported that following the issuance of Executive Order 3-25 by Governor Morrisey, WVU closed its Division of Diversity, Equity, and Inclusion (DEI) and created a new unit – Campus Engagement and Compliance (CEC). Since that time, however, that unit has ceased operations and closed as well.

For Fiscal Year 2027, with the closure of CEC, four positions – including Vice President of Campus Engagement and Compliance – have been reduced. The remaining employees under the former CEC unit deal with WVU’s compliance to federal requirements, such as Title IX, Title VII, Clery Act, and the Americans with Disabilities Act, as well as prevention education programs, and those positions have been moved into the Office of Compliance and Prevention Education under the direction of the General Counsel.

As to the further restrictions in the law, WVU does not use race, color, sex, ethnicity, or national origin standards for admission, employment, or promotion. We do not contract with a third party to promote DEI, and we do not require DEI statements, give preference based on DEI, or require participation in DEI training as a condition of employment.

WVU is committed to maintaining full compliance with all federal and state laws. If you have questions about this or other matters, please do not hesitate to contact me or Travis Mollohan, VP of Government Relations and Strategic Affairs, at travis.mollohan@wvu.edu.

Sincerely,
